But the conversation around context engineering is missing a critical distinction. The more consequential gap in enterprise AI isn’t between prompt engineering and context engineering. Andrej Karpathy described it well: In every production-grade LLM application, context engineering is the work of filling the context window with the right information for the next step. As Anthropic’s engineering team has detailed, this means treating context as a finite resource with diminishing returns and optimizing for the smallest possible set of high-signal tokens.
In practice, context engineering encompasses everything that feeds into a model’s working memory: system prompts, retrieved documents, tool definitions, structured outputs, conversation history, and long-term memory. It’s broader than prompt engineering (which focuses on instructions) or retrieval augmented generation (which focuses on retrieval mechanics alone) because it architects the entire information flow, including business logic and governance guardrails. It covers the design decisions behind retrieval augmented generation (RAG) pipelines, the orchestration of tool calls, and the management of token budgets as agents tackle complex tasks over multiple turns.
This is valuable, skilled work. It’s what separates a demo-grade agent from one that performs reliably in production. Context engineering focuses on a single agent or application. One team, one use case, one context window at a time. That makes it inherently artisanal: Valuable for each implementation, but rebuilt from scratch every time a new team starts a new agent.

Where context engineering asks “what goes into this context window?”, context management asks a different question entirely: How do teams across the organization access consistent, reliable, governed context for their agents?
Context management isn’t a more advanced version of context engineering. It’s a different layer. It’s the enterprise infrastructure that helps ensure context is relevant (timely and domain-appropriate), reliable (trustworthy with clear provenance), and retained (persistent across conversations and invocations). Why the industry is conflating these two things
The conflation is understandable. Context engineering rose quickly as the dominant frame for making AI agents work. Most of the content shaping the conversation (and most of what currently ranks for “context engineering” searches) positions the problem as application-layer optimization: Pick the right retrieval strategy, manage your token budget, structure your prompts, design your memory.
That framing is tactically correct. Every AI engineering team needs to do this work. But even when a team successfully assembles all the context one agent needs, the hardest enterprise questions remain unanswered: Where does this context come from? How do I know it’s trustworthy? How do I ensure consistency across 50 agents built by 12 teams? How do I govern access at scale?
When organizations invest in context engineering, believing it covers the full problem, the failure mode is predictable and already playing out. Each team builds its own context layer. Each team picks a different vector database, builds its own RAG pipeline, and defines “customer” or “revenue” slightly differently. Inconsistencies compound. And when a CEO asks a simple question, three different agents return three different answers.
The State of Context Management Report (2026), an independent survey of 250 IT and data leaders conducted by TrendCandy, puts numbers on this gap. 57% of organizations duplicate AI efforts across departments due to a lack of a unified context graph. And while 88% claim to have fully operational context platforms, 61% still frequently delay AI initiatives due to a lack of trusted data. The confidence is there. The infrastructure isn’t.

The two aren’t competing. They’re complementary layers solving different problems at different altitudes.

The failure mode row is where the stakes become clear. When context engineering fails, one agent delivers poor results for one use case. When context management is absent, inconsistency compounds across the organization. Agents built by different teams make conflicting claims with equal confidence, and no one has the audit trail to trace where things diverged.
Why context engineering alone doesn’t scale
Context engineering gives you the tools to fill a context window well. It doesn’t tell you where to find relevant information you can trust, or whether it’s consistent with what another team’s agent is using.
At enterprise scale, the absence of context management creates compounding problems. Without a shared context layer, each team re-solves discovery independently, often reaching different conclusions about which datasets, definitions, and documentation are authoritative. Without governance infrastructure, there’s no access control for agent retrieval, no compliance audit trail, and no way to enforce that agents respect data classification policies. Without freshness guarantees, agents work with stale context and no one knows until the output is wrong.
